<p>Por primera vez en la historia la aftosa golpea a las puertas de 
Australia y si llegara a la isla desde Indonesia, donde hay una epidemia
 que ha afectado a cientos de miles de vacunos sería un cambio enorme 
para el mercado mundial de carnes. Australia es uno de los cuatro países
 que exportan más de un millón de toneladas de carne vacuna por año y un
 proveedor fundamental de los mercados asiáticos y de EEUU.</p>



<p>Este miércoles, el gobierno federal anunció medidas de bioseguridad 
en la frontera tras la detección de fiebre aftosa en vacas en Bali. 
Porque el gran riesgo es el turismo, es decir los turistas australianos 
que regresan.</p>



<p>«Tras la confirmación oficial&nbsp; de las autoridades indonesias de que 
la fiebre aftosa se había extendido a Bali, se impusieron inmediatamente
 nuevas medidas para proteger a la industria ganadera de Australia de 
esta amenaza», dijo el ministro de Agricultura australiano, Murray Watt.</p>



<p>«Los materiales de alto riesgo no pueden ingresar al país, incluidos 
equipos o ropa&nbsp; animales o productos animales como productos cárnicos y 
queso».</p>



<p>Si Australia quedase fuera del mercado internacional de carnes sería 
un tsunami. Australia exportará 1,5 millones de toneladas de carne 
vacuna este año, está entre los tres países que siguen a Brasil 
(principal exportador mundial). Comparte ese segundo lugar con India y 
EEUU, que también exportan 1,5 millones de toneladas año.</p>



<p>Australia ha perdido pie en las exportaciones a China por diferencias
 políticas pero sigue siendo proveedor fundamental del mercado chino.</p>



<p><strong>El contexto</strong></p>



<p>La aftosa irrumpió en Indonesia a principios de mayo y ya ha 
contagiado a 230 mil vacunos. Que llegara a Bali disparó las alarmas por
 el fuerte turismo australiano hacia ese punto famoso por sus playas y 
entre los surfers. La distancia física entre Bali y Australia es 
importante, unos 2.000 kilómetros. Pero el flujo de australianos 
volviendo de ese lugar es lo que constituye el riesgo importante. 
Australia ya ha determinado fumigar las suelas de los zapatos de los 
turistas que regresen mientras espera que el virus no llegue ya que su 
rodeo no está vacunado. Nunca hubo hasta ahora aftosa en Australia</p>



<p>Durante el fin de semana que al menos 60 vacunos habían dado positivo
 a la fiebre aftosa (FA) en la isla de Indonesia. El veterinario de 
Bali, Ross Ainsworth, dijo que las posibilidades de que la enfermedad 
ingrese a Australia y amenace al sector de la carne roja del país 
«aumentaron dramáticamente».</p>



<p>También dijo que era posible que los vacunos que dieron positivo 
pudieran haber sido infecciosas hasta por quince días, dado el tiempo 
que tomó evaluar a los animales y el tiempo de incubación de la 
enfermedad.</p>



<p>«Aquí en Bali, las posibilidades de que los turistas entren en 
contacto con el ganado son extremadamente altas», dijo el Dr. Ainsworth.
 «Así que es bastante serio».</p>



<p><strong>Exportaciones de Australia enero/mayo, golpeadas por las sanciones</strong></p>

<p><strong>Australia exporta tanto carne a pasto como a grano hacia China</strong></p>

<p>«El gran período de peligro en Bali [y para Australia] es desde ahora
 hasta que el rodeo esté completamente vacunado, hasta &nbsp;no haya ganado 
vacunado en Indonesia, corremos un riesgo mucho mayor».</p>



<p>«Australia cuenta con estrictos protocolos de bioseguridad para 
evitar que los viajeros que pueden haber estado expuestos a animales 
enfermos traigan materiales de alto riesgo, como equipos o ropa 
contaminados, animales y productos animales.</p>



<p>«Estos mismos controles de bioseguridad están vigentes para todos los viajeros de Indonesia».</p>



<p><strong>Australia viene recomponiendo stock</strong></p>



<p>Luego de una muy grave sequía que fue interrumpida por la llegada de 
La Niña, la ganadería australiana está en pleno crecimiento productivo y
 retención de hembras..</p>



<p>El rodeo crecería 5,6% a 27,6 millones de cabezas en 2022. Se prevé 
que los pesos en canal récord compensen los menores volúmenes de faena, y
 se prevé que la producción aumente un 4,5 % hasta los 1,97 millones de 
toneladas.</p>



<p>Indonesia comenzó un programa de vacunación a nivel nacional a 
mediados de junio y los informes de los medios indican que el número de 
animales vacunados ha llegado hasta ahora a 169.782.</p>



<p>ABARES (El consejo australiano de recursos económicos) estima que un 
brote generalizado tendría un impacto económico directo de A$80 mil 
millones. (US$ 56 mil millones)</p>



<p>Dado que las condiciones estacionales favorables se mantienen hasta 
2022 y continúa la reconstrucción del rebaño, se espera que el rodeo&nbsp; 
crezca un 6 % hasta alcanzar los 27,6 millones de cabezas. Para 2024, se
 espera que la manada crezca un 4,6% adicional.</p>



<p><strong>Pesos de canal cada vez mayores</strong></p>



<p>Se prevé que los pesos de las carcasa continúen alcanzando récords 
hasta 2022. Los pesos de las canales en el primer trimestre de este año 
alcanzaron un promedio nacional de 324,4 kg por cabeza, 10,8 kg más que 
el promedio en 2021, debido a las buenas condiciones estacionales en 
Australia.</p>



<p>“Después de una disminución de las tasas de faena, los pesos de las 
canales aumentaron posteriormente. Esto permite mantener la producción a
 un ritmo elevado.</p>



<p>“Además, los grandes volúmenes de ganado en los corrales de engorde 
están generando pesos de canal más altos junto con precios más altos, lo
 que incentiva a los productores a aumentar los pesos antes de vender”, 
dijo Bignell.</p>



<p>En 2024, se pronostica que los pesos de la carne vacuna&nbsp; se 
mantendrán altos. Las abundantes lluvias permiten que el forraje siga 
siendo abundante, pero el aumento de los precios de los granos podría 
ejercer presión sobre los sistemas de corrales de engorde.</p>

<p>La economía brasileña registró un fuerte crecimiento en el 1er trimestre del año, superando positivamente a las expectativas. A principios de año, la perspectiva de interrumpir las ayudas y beneficios de emergencia para el mantenimiento del empleo, así como la aceleración de casos, ingresos hospitalarios y defunciones relacionados con Covid-19, trazó un escenario de pérdida de impulso de la actividad económica en relación con dos trimestres anteriores. Sin embargo, el PIB creció un 1,2% con respecto al último trimestre de 2020 y un 1,0% con respecto al primer trimestre del año pasado. En otras palabras, al menos según esta métrica, la economía ya habría regresado a los niveles anteriores a la pandemia.</p>



<p>El sector agropecuario jugó un papel importante en este desempeño, habiendo crecido un 5,7% respecto al trimestre anterior. Aunque afectado negativamente por el clima seco, el sector se viene beneficiando del favorable contexto internacional, en el que destaca la fuerte subida de los precios de las materias primas y el aumento de la demanda de productos primarios ante la fuerte recuperación a nivel mundial. Por la misma razón, la industria extractiva, especialmente el mineral de hierro, creció un 3,2% en la misma comparación. La manufactura, por su parte, retrocedió un 0,5%, reflejando las fuerzas negativas antes mencionadas y la interrupción en el suministro de piezas y componentes debido a los cuellos de botella en las cadenas de producción globales y el transporte internacional de mercancías.<br><br>El sector de Servicios ha sido el que más ha tardado en reaccionar. Aunque creció un 0,4% en el primer trimestre, todavía está un 0,8% por debajo del nivel del primer trimestre del año pasado. Incluso dentro del sector, el comportamiento de los distintos segmentos es heterogéneo: mientras que el comercio, el transporte, la información y las comunicaciones y las actividades financieras vienen registrando una fuerte recuperación, &#8220;otros servicios&#8221; —básicamente servicios prestados a las familias— y la &#8220;administración pública&#8221;, que incluye los servicios de salud y educación brindados por el gobierno, aún registra niveles de actividad 7,3% y 4,4% por debajo de los niveles del primer trimestre de 2020.<ins></ins></p>



<p>El crecimiento del comercio y el transporte sigue el cambio de la demanda, con un aumento en el consumo de bienes y una reducción en el consumo de servicios. En el caso de las actividades de información y comunicación y financieras, la recuperación más fuerte proviene del hecho de que estas actividades, en gran medida, no requieren un contacto cara a cara. En “otros servicios”, como el ocio y el turismo, así como en la educación pública, la introducción de restricciones a la movilidad, como ocurrió nuevamente a principios de 2021, afecta negativamente su desempeño. También son actividades importantes desde el punto de vista de la generación de empleo, y ayudan a explicar por qué la situación del mercado laboral sigue siendo tan grave, con una tasa de paro aún alta, del 14,7% en marzo, y un nivel de empleo que es de 7,1 % menor que en el primer trimestre de 2020.<ins></ins></p>



<p>El anuncio de un crecimiento mayor al esperado en el primer trimestre y la aceleración del proceso de vacunación a partir de junio llevaron a un ajuste de las proyecciones de crecimiento para este año, que pasó de alrededor del 3,0% a mediados de mayo al próximo 5,0% a fin de junio. La percepción más optimista sobre el comportamiento de la economía en 2020 se puede ver claramente en los indicadores de confianza empresarial, que han ido aumentando de forma constante, pero es menos visible en la confianza del consumidor.<br><br>Este panorama general favorable se ve empañado Impulsada en un primer momento, en el segundo semestre del año pasado, por el aumento de los precios de los alimentos, la inflación se extendió a los bienes industriales y, principalmente, a los precios monitoreados y administrados, como la electricidad, los combustibles y los medicamentos, entre otros. La inflación anual se aceleró del 2,1% en junio del año pasado al 4,5% en diciembre y un estimado 8,4% en junio.<ins></ins><ins></ins></p>



<p>Si bien parte de la presión es transitoria, tanto por restricciones de oferta en la industria como por efecto de la devaluación del real, el Banco Central elevó la tasa de interés en sucesivos movimientos a partir de marzo, llevándola de 2% anual a 4,25% por año en junio.</p>



<p>El mercado financiero ha ajustado sus expectativas y espera que la tasa Selic alcance el 6,5% anual en octubre de este año, en comparación con las expectativas a fines de marzo de que esta tasa solo se alcanzaría en 2023. Las expectativas de inflación reflejan la presión actual, por encima del 6% para 2021, pero cayendo al 3,8% en 2022 (ligeramente por encima del objetivo del 3,5% para el año) y anclado en el objetivo del 3,25% en 2023.</p>



<p>La trayectoria de la inflación puede contar con alguna ayuda del tipo de cambio, que se ha apreciado alrededor del 15% desde marzo, de R$ 5,80 / US$ a un nivel en torno a R$ 5,00 / US$, y por la pérdida de expectativas de estabilidad relativa en los precios de las materias primas. Por otro lado, la crisis del agua ha venido ejerciendo presión sobre los precios de la electricidad, mientras que la reapertura de la economía debería generar cierta recuperación en los precios de los servicios, cuyo incremento acumulado en 12 meses hasta mayo fue solo del 1,8%.<ins></ins></p>



<p>El escenario relativamente más favorable para la economía para el resto del año también incluye cierta flexibilización en el tema fiscal, luego de la tensión que implicó la aprobación del presupuesto a fines de marzo y su sanción por parte del presidente en abril, período durante el cual, las presiones para los incrementos en el gasto ponen en riesgo el cumplimiento de los límites constitucionales de gasto.</p>



<p>Además, se revisó a la baja la trayectoria de la razón deuda-PIB para el futuro, en vista del crecimiento nominal del PIB en el primer trimestre, que reflejó una variación anual del deflactor implícito de casi el 10%. No obstante, la tendencia es que la deuda bruta como proporción del PIB, seguirá creciendo durante algunos años antes de estabilizarse en un nivel que, a pesar de ser menor que el proyectado anteriormente, sigue siendo muy superior a la media de los países emergentes.</p>



<p>Los desafíos estructurales aún persisten. El crecimiento proyectado para 2022, del 2,1%, cayó a medida que aumentaron las proyecciones para 2021, lo que indica que aún está lejos de tasas sostenibles que permitan compensar la caída de la renta per cápita de la última década.</p>

<p>The insatiable demand for the latest smartphone, along with a need to transition to clean energy, keeps driving demand for the lightest of metals. Lithium, with its high electrical&nbsp;conductivity, is key to many rechargeable devices, such as cellphones, laptops, and energy storage systems, not to mention electric&nbsp;vehicles, for which global sales are expected to rise&nbsp;<a href="https://ihsmarkit.com/research-analysis/ihs-markit-forecasts-global-ev-sales-to-rise-by-70-percent.html" target="_blank" rel="noreferrer noopener">70 percent in 2021</a>.&nbsp;All in all, the global lithium market is&nbsp;<a href="https://www.bnamericas.com/en/analysis/argentinas-potential-in-the-lithium-business" target="_blank" rel="noreferrer noopener">projected to quintuple</a>&nbsp;over the next 35 years.&nbsp;</p>



<p>That bodes well for the countries of the Lithium Triangle—Argentina, Bolivia, and Chile—where 58 percent of the world’s identified lithium resources lies, per&nbsp;<a href="https://pubs.usgs.gov/periodicals/mcs2021/mcs2021-lithium.pdf" target="_blank" rel="noreferrer noopener">January 2021 data from the U.S. Geological Survey</a>. The South American region’s abundance is partly due to the vast salt flats, or&nbsp;<em>salares</em>, where the metal is extracted from brine pools through an evaporation process facilitated by the arid, sunny climate.</p>



<p>Resources, however, do not necessarily translate to accessible reserves or production capacity, which require technology, investment, and a favorable regulatory framework to harness the power and potential of this so-called “white gold.”</p>

<p>An over-supply of lithium, coupled with falling prices in recent years, led mining companies to scale back operations. Yet, lithium consumption, 70 percent of which goes toward batteries, continues to rise. Add to that pandemic-fueled logistical hurdles stalling projects and the seven- to 10-year cycles needed to launch production, and securing the metal’s supply has become a strategic concern for technology manufacturing hubs. Such is the case for China, the EU, Japan, South Korea, and the United States, which together import&nbsp;<a href="https://wits.worldbank.org/trade/comtrade/en/country/ALL/year/2019/tradeflow/Imports/partner/WLD/product/283691#" target="_blank" rel="noreferrer noopener">78 percent</a>&nbsp;of the world’s total dollar value of lithium carbonate, the metal’s most commercial compound.&nbsp;</p>



<p>Here we identify the state of lithium development in the three Lithium Triangle countries, as well as the lesser-known players in the field.Argentina</p>



<p><strong>2020 Stats</strong></p>



<ul class="wp-block-list"><li>19.3 million tons in identified resources&nbsp;</li><li>1.9 million metric tons in proven reserves</li><li>6,200 metric tons produced&nbsp;</li></ul>



<p>Globally, Argentina ranks third in terms of largest proven reserves, fourth in lithium production, and first among U.S. sources of lithium imports.&nbsp;Most of the mineral deposits are found in the&nbsp;<em>salares</em>&nbsp;of the northwestern provinces of Catamarca, Jujuy, and Salta. The Hombre Muerto salt flat in Catamarca is home to the country’s inaugural Fénix project, which started producing lithium in 1997. The country’s second project, Olaroz in Jujuy, didn’t come online until 2015.&nbsp;</p>



<p>While these are the only&nbsp;<em>salares</em>&nbsp;in operation, the country had nearly&nbsp;<a href="http://informacionminera.produccion.gob.ar/assets/datasets/2019-07-15%20Proyectos%20Avanzados%20de%20Litio%20en%20Argentina.pdf" target="_blank" rel="noreferrer noopener">40 more projects</a>&nbsp;in the works as of June 2019,&nbsp;from the expansions of the existing two mines, to another two under construction, and many more in both early and advanced exploration phases. The pandemic slowed various projects that were set to&nbsp;<a href="https://mase.lmneuquen.com/proyecto/boom-del-litio-la-pandemia-puso-pausa-los-proyectos-el-norte-n741900" target="_blank" rel="noreferrer noopener">double the country’s installed capacity</a>&nbsp;in 2021.&nbsp;Now the two mines under construction—Caucharí-Olaroz and Salar de Centenario Ratones—<a href="https://www.eramet.com/en/activities/development-projects/lithium-project-new-growth-domain" target="_blank" rel="noreferrer noopener">postponed production</a>&nbsp;plans until 2022 in the case of the former and indefinitely for the latter.&nbsp;</p>



<p>Nonetheless, Argentine President&nbsp;<strong>Alberto Fernández</strong>&nbsp;intends to increase production almost sixfold from 40,000 metric tons of lithium carbonate equivalent (LCE) to&nbsp;<a href="https://www.batimes.com.ar/news/economy/argentina-eyes-lithium-expansion-but-hurdles-may-dampen-ambitions.phtml" target="_blank" rel="noreferrer noopener">230,000 metric tons</a>&nbsp;by the end of 2022,&nbsp;which could boost exports from $190 million to&nbsp;<a href="https://www.argusmedia.com/en/news/2160377-argentina-hints-at-incentives-for-lithium-investment" target="_blank" rel="noreferrer noopener">$1 billion</a>, according to Mining Minister&nbsp;<strong>Alberto Hensel</strong>.&nbsp;With an eye toward renewing the country’s transportation system, Planning Minister&nbsp;<strong>Matías Kulfas</strong>&nbsp;is set to&nbsp;<a href="https://www.cronista.com/economia-politica/el-g-obierno-interviene-en-la-guerra-del-litio-del-norte-argentino/" target="_blank" rel="noreferrer noopener">introduce a bill to Congress in March</a>&nbsp;that would redefine the industrialization of lithium to incorporate small- and medium-sized business into the domestic value chain in battery and automotive manufacturing, as well as generate domestic employment and include communities in development plans.&nbsp;The governors of the “Norte Grande” (Big North), where the&nbsp;<em>salares</em>&nbsp;are concentrated, are likely to support such a model, according to Catamarca’s&nbsp;<strong>Raúl Jalil</strong>.&nbsp;</p>



<p>The regional governments’ backing is key, given that Argentina’s federalist system gives provinces mineral rights, which they can explore and exploit according to their own constitutions. The&nbsp;<a href="https://www.argentina.gob.ar/sites/default/files/bid-litio-final.pdf" target="_blank" rel="noreferrer noopener">national Constitution provides guidelines</a>&nbsp;regarding the environment and a free, prior, and informed consultation process with local indigenous communities.&nbsp;</p>



<p>The investment climate is complicated by Argentina’s economic instability and&nbsp;<a href="https://roskill.com/news/lithium-changes-in-export-duty-spark-concern-for-argentine-producers/" target="_blank" rel="noreferrer noopener">devaluating peso</a>.&nbsp;In October 2020, the Fernández government reduced the tax on mineral exports from&nbsp;<a href="https://mase.lmneuquen.com/proyecto/mineria-nacion-propone-un-esquema-gradual-retenciones-n739343" target="_blank" rel="noreferrer noopener">12 percent to 8 percent</a>&nbsp;and, to further attract investment, the government has hinted at potentially implementing a progressive tax that could begin at a lower rate for new projects.&nbsp;According to a&nbsp;<a href="https://www.argentina.gob.ar/sites/default/files/bid-litio-final.pdf" target="_blank" rel="noreferrer noopener">2019 report</a>&nbsp;by the Inter-American Development Bank, Argentina has the greatest potential of the Lithium Triangle countries for exploration and exploitation, thanks to a regulatory framework more open to investmentBolivia</p>



<p><strong>2020 Stats</strong></p>



<ul class="wp-block-list"><li>21 million tons in identified resources</li></ul>



<p>Bolivia’s Salar de Uyuni holds the&nbsp;<a href="https://theconversation.com/bolivian-lithium-why-you-should-not-expect-any-white-gold-rush-in-the-wake-of-morales-overthrow-127139" target="_blank" rel="noreferrer noopener">single largest deposit</a>&nbsp;of identified lithium resources in the world.&nbsp;But restrictions and delays in exploiting the metal mean little is known about the potential for its economic viability, hence the lack of data on proven reserves. The salt flat’s December through March rainy season complicates the technical feasibility of extraction, potentially&nbsp;<a href="https://hir.harvard.edu/lithium-triangle/" target="_blank" rel="noreferrer noopener">extending the evaporation process</a>.</p>



<p>Though former President&nbsp;<strong>Evo Morales</strong>&nbsp;promised to make Bolivia the&nbsp;<a href="https://www.bbc.com/mundo/noticias-america-latina-51666362" target="_blank" rel="noreferrer noopener">world’s lithium capital</a>,&nbsp;attempts to nationalize the element—as Morales did with the&nbsp;<a href="https://newrepublic.com/article/159848/socialist-win-bolivia-new-era-lithium-extraction%20have" target="_blank" rel="noreferrer noopener">oil and gas sector in 2006</a>—have&nbsp;<a href="https://www.as-coa.org/articles/will-bolivia-board-lithium-express">deterred investment</a>.&nbsp;As part of a national strategy, Morales created the state company Yacimientos de Litio Boliviano (YLB) to oversee the development of a domestic lithium battery supply chain.&nbsp;</p>



<p>The state initiated the Llipi pilot project in 2009, which produced and sold its first batch of battery-grade lithium carbonate to China in 2015. The second phase would lead to the construction of a commercial lithium plant as part of a joint venture between YLB and a German firm, with the capacity to produce&nbsp;<a href="http://lithium.today/lithium-supply-by-countries/lithium-supply-bolivia/" target="_blank" rel="noreferrer noopener">40,000 tons of LCE a month</a>.&nbsp;The deal promised to be a turning point as construction began in&nbsp;2018, but the government annulled the state joint venture on November 3, 2019, in response to&nbsp;<a href="https://hir.harvard.edu/lithium-triangle/" target="_blank" rel="noreferrer noopener">protests by the local Potosí community members</a>, who claimed the area was not benefiting from the economic activity and royalties were insufficient.</p>



<p>But the German deal may still have hope under the new administration of&nbsp;<strong>Luis Arce</strong>, who took office in in November 2020. On the campaign trail, the former Morales economic minister promised to revive the country’s lithium plans to&nbsp;<a href="https://grist.org/energy/the-world-needs-lithium-can-bolivias-new-president-deliver-it/" target="_blank" rel="noreferrer noopener">supply 40 percent of world’s lithium needs</a>&nbsp;by 2030&nbsp;and generate&nbsp;<a href="ttps://www.bbc.com/mundo/noticias-america-latina-51666362">$4.5 billion</a>&nbsp;for the country annually&nbsp;through the creation of what would be Latin America’s first hub for the production of electric vehicles.</p>

<p>Chile currently has the world’s largest proven reserves, despite having half the resource potential of Argentina or Bolivia. In terms of total lithium content produced, it is second only to Australia, which first&nbsp;<a href="https://www.reuters.com/article/us-chile-lithium-analysis/chile-once-the-worlds-lithium-leader-loses-ground-to-rivals-idUSKCN1T00DM" target="_blank" rel="noreferrer noopener">surpassed the Andean country in 2017</a>.&nbsp;Chile’s production costs, however, are about a third of Australia’s, thanks to its convenient location with access to the Pacific and favorable conditions of the Atacama Desert, home to the&nbsp;<a href="https://www.argentina.gob.ar/sites/default/files/bid-litio-final.pdf" target="_blank" rel="noreferrer noopener">first-ever, large-scale lithium-brine mine</a>.&nbsp;Two companies have been operating in the Salar de Atacama since 1993, producing some&nbsp;<a href="https://www.argentina.gob.ar/sites/default/files/bid-litio-final.pdf" target="_blank" rel="noreferrer noopener">74,900 metric tons of LCE in 2017</a>.</p>



<p>As one of the driest places on the planet, however, the mines’ reliance on water for extraction exacerbates the region’s water scarcity and&nbsp;threatens to diminish the lithium content of existing reserves. According to&nbsp;<em>Harvard International Review</em>, every ton of lithium extracted requires some&nbsp;<a href="https://hir.harvard.edu/lithium-triangle/" target="_blank" rel="noreferrer noopener">500,000 gallons of water</a>, leading to mining activities consuming 65 percent of the Atacama’s water supply.&nbsp;But SQM, a lithium producer&nbsp;in the country, points to a much lower rate of water consumption&nbsp;of&nbsp;<a href="https://www.sqm.com/wp-content/uploads/2020/09/SQM_-_Sustainable_Lithium_-_English.pdf" target="_blank" rel="noreferrer noopener">5,944 gallons of fresh water</a>&nbsp;per metric ton of lithium carbonate produced. Still, advocates and local communities are calling for the brine to be&nbsp;<a href="https://www.as-coa.org/articles/,%20https://qz.com/1948663/chiles-new-constitution-could-rewrite-the-fate-of-lithium-mining/">regulated as water</a>—granting greater resource protections—rather than a mineral in the new Constitution,&nbsp;which&nbsp;<a href="https://www.as-coa.org/articles/explainer-road-chiles-referendum">Chileans voted to reform in an October 2020 national referendum</a>.&nbsp;</p>



<p>Focused initially on its nuclear potential, the government has deemed the element&nbsp;<a href="https://www.cchen.cl/transparencia/transparencia_2017/RespuestasSolicitudes/2017/Acto%20Adm%20N%20AU003T0000112/Anexo%20letra%20a-AU003T0000112-J%20Molina-Presentacion.pdf" target="_blank" rel="noreferrer noopener">a strategic resource of national interest since 1979</a>. As such, projects are carried out through public-private partnerships.&nbsp;In 2015, then-President&nbsp;<strong>Michelle Bachelet</strong>&nbsp;created a National Lithium Commission to develop a strategy focused on the sustainable management of mineral resources, fiscal policy, and technological and industrial diversification. The commission’s recommendations led to an extension of the existing contracts with&nbsp;<a href="https://www.argentina.gob.ar/sites/default/files/bid-litio-final.pdf" target="_blank" rel="noreferrer noopener">new terms in 2018</a>, including a tax on the companies’ lithium sales between 6.8 and 40.0 percent depending on the sale amount, their commitment to invest 18 million in research and development, and the obligation to sell up to 25 percent of produced lithium at a preferential rate to specialized producers in Chile.&nbsp;</p>



<p>The administration of President&nbsp;<strong>Sebastián Piñera</strong>&nbsp;has also made it&nbsp;<a href="https://investingnews.com/innspired/lithium-mining-chile-highest-grade-district/" target="_blank" rel="noreferrer noopener">easier for foreign companies to invest</a>&nbsp;in the sector,&nbsp;prompting new ventures roughly worth $2 billion, such as a&nbsp;<a href="https://www.guiaminera.cl/oro-blanco-genera-boom-de-proyectos-cerca-de-us2-000-millones-invierten-empresas-en-nuevas-iniciativas-de-litio-en-chile/" target="_blank" rel="noreferrer noopener">new&nbsp;<em>salar</em>&nbsp;project in Maricunga</a>, expansions of existing mines, and the creation of lithium processing and battery manufacturing plants.&nbsp;</p>



<p>In the meantime, legislators continue to propose policies that increase the mining companies’ contribution to the development of the regions in which they operate. In February 2020, for example, the lower house of Congress announced it was considering a bill that would impose an additional&nbsp;<a href="https://news.bloombergtax.com/daily-tax-report-international/chile-lower-house-considers-of-bill-to-establish-mining-royalty-on-copper-lithium" target="_blank" rel="noreferrer noopener">3 percent royalty</a>&nbsp;on the value of lithium extracted.&nbsp;Currently, large mining companies pay a corporate tax rate of about&nbsp;<a href="https://www.bnamericas.com/en/news/chile-lawmakers-approve-bill-to-up-mining-royalties" target="_blank" rel="noreferrer noopener">27 percent</a>, as well as a mining tax of between 5 and 14 percent.Brazil, Mexico, and Peru</p>



<p>While the Lithium Triangle typically hogs the limelight, there are other regional players either entering or expanding their presence in the lithium market. Brazil, for one, has been producing lithium&nbsp;<a href="https://www.cetem.gov.br/images/congressos/2014/CAC00130014.pdf" target="_blank" rel="noreferrer noopener">since the 1970s</a>&nbsp;from pegmatite rocks—the second most concentrated form of the metal, primarily for ceramics and glass. These mineral deposits are concentrated in the states of&nbsp;<a href="http://lithium.today/lithium-supply-by-countries/lithium-supply-brazil/" target="_blank" rel="noreferrer noopener">Ceará and Minas Gerais</a>. Given its potential for nuclear development, the element’s import and export is controlled by the National Nuclear Energy Commission. While the country was producing an average 230 metric tons of lithium content between 2010 and 2018, production jumped 700 percent from 2018 to 2019 due to explorations&nbsp;<a href="https://en.mercopress.com/2018/12/27/lithium-boom-anticipated-in-brazil-as-reserves-are-developed-in-minas-gerais" target="_blank" rel="noreferrer noopener">fueled by the advent of electric cars</a>. As of January 2021, plans exist to expand lithium projects in Minas Gerais.</p>



<p>Mexico is not currently a lithium producer, though it plans to enter the playing field with its&nbsp;<a href="https://oilprice.com/Latest-Energy-News/World-News/Bacanora-Lithium-Starts-Work-At-Flagship-Project-In-Mexico.html" target="_blank" rel="noreferrer noopener">Sonora project</a>&nbsp;scheduled to begin production by 2023.&nbsp;The mine is expected to produce&nbsp;<a href="https://www.mining-technology.com/features/top-ten-biggest-lithium-mines/" target="_blank" rel="noreferrer noopener">35,000 metric tons of LCE</a>&nbsp;a year to be mined from rocks.&nbsp;In November 2020, a senator from the ruling Morena party,&nbsp;<strong>Alejandro Armenta</strong>, introduced a&nbsp;<a href="https://www.mining.com/mexico-pushes-ahead-with-lithium-nationalization-plans/" target="_blank" rel="noreferrer noopener">draft bill to Congress</a>&nbsp;proposing to nationalize the metal.&nbsp;The legislation would create a state entity that would regulate lithium mining. As of the end of last year, there were three lithium projects in the exploration phase in Mexico.</p>



<p>In February, the Peruvian Congress <a rel="noreferrer noopener" href="https://www.ocmal.org/congreso-de-peru-recibe-proyecto-para-fomentar-industrializacion-del-litio-y-uranio/" target="_blank">began to debate a bill</a> to promote the exploitation of both uranium and lithium. A flurry of explorations for deposits of the metallic element led the country to identify <a rel="noreferrer noopener" href="https://www.usgs.gov/centers/nmic/lithium-statistics-and-information" target="_blank">880,000 million tons of lithium in 2020</a>—almost seven times as many resources as it had in 2019—mostly in hard rock deposits. The subject has already been a point of discussion for some presidential candidates, such as <strong>Rafael López Aliaga</strong> of the Popular Renovation party, who proposed turning the Puno region in Peru’s southeastern corner near Lake Titicaca into a <a rel="noreferrer noopener" href="https://exitosanoticias.pe/v1/elige-bien-rafael-lopez-aliaga-propone-convertir-a-puno-en-productora-y-exportadora-de-litio/" target="_blank">lithium and battery production center</a>. As the <a rel="noreferrer noopener" href="https://www.reuters.com/article/us-peru-mining/peruvian-mining-minister-says-lithium-mining-regulation-ready-this-year-idUSKBN1ZF2IW" target="_blank">second biggest copper producer</a> worldwide, the country benefits from a mature mining industry.</p>
